I think regulation is a waste of time in this case. The real solution to the problem is empowerment of the girl-child through promotion of education in both the regular western-style schools and the Islamic schools (Madrasas).
Through the regular primary and secondary schools, the girl-child will be literate enough to access literature (even if only in Hausa) on causes and consequences of VVF, benefits of child spacing etc.
Through the Madrasas, she will learn what the true Islamic injunctions are on marriage, namely, 1) without her consent, a marriage is void; 2) she may demand that her husband-to be marries no other wives after her; 3) if she waives her right in #2 – her husband can only marry additional wives provided the standard of living of the current wife/wives is not lowered as a consequence of the marriage to the new wife.
In Muslim-majority countries like Turkey, Iran, Egypt, Indonesia and Malaysia, where women have access to both western and Islamic education, you will discover polygamy has been rare since the ‘70s.

It was good in the old days when people used large families to till the land. It is also good nowadays when 80 per cent of women of marriagable age are living despicable lifestyles. My belief is if 50 per cent of those on the street could get one man to marry them, it will go a long way. Again, starting procreation at a younger age is good for the would-be mother. At 17, ladies in the Americas always look forward to start giving birth to their babies at an early age, when they have strength to carry the rigour of pregnancy. And we learned from the gyneacologists that the hazard of pregnancy increases with age. I don’t believe a majority of women need men to feed them. There are a lot of women out there who can feed and clothe themselves but need the men for procreation and company. Apart from Christianity, there is no other religion that preaches one man one wife. Even in Christendom, we have seen a lot of deviants, taking two or three wives!
So to me, polygamy is not only good now but necessary and should be legislated.
